NEW SERVICE IMPLEMENTATION: ICS2 ENS FILING - ARE YOU READY FOR COMPLIANCE WITH THE EUROPEAN UNION’S IMPORT CONTROL SYSTEM 2 (ICS2)?
What is ICS2 and how does it impact me?
The European Commission has mandated that all incoming imports via Maritime/Sea mode to the European Union (EU) are subject to mandatory advance risk and security assessment beginning 1st April 2025. In brief, a range of mandatory and more detailed information about the goods being transported will need to be electronically submitted in the ICS2 system in the form of a complete Entry Summary Declaration (ENS).
For each item, the required information includes:
- A complete and accurate commercial description
- The HS 6-digit commodity code
- Additional details of parties involved (for instance, seller, buyer, the lowest bill of lading level consignee, consignor)
- The EORI* number
How do I submit an ENS filing to the ICS2 system?
Dagang Net Technologies will be introducing a new module in its eManifest system to allow for ICS2 ENS Filing. Please ensure your subscription to the eManifest service is up to date if you are exporting to the EU. In relation to the information to be provided in the ENS filing mentioned above, exporters must also obtain/register their EORI number from one of the EU Member States' customs authorities.

Are there any fees involved in the ENS filing?
Dagang Net Technologies will charge an introductory fee of RM15 for each ENS filing. Filers will be charged upon acknowledgement from EU Customs that your filing submission has been received. Note that Filers will still be charged regardless of the outcome by EU Customs (shipment rejected or cleared).
