ANNOUNCEMENT: ENTRY INTO FORCE OF THE REGIONAL COMPREHENSIVE ECONOMIC PARTNERSHIP FOR THE PHILIPPINES ON 2 JUNE 2023

Reference is made to the attached announcement from Ministry of Investment, Trade and Industry (MITI).

MITI informed that the Regional Comprehensive Economic Partnership (RCEP) will enter into force for the Philippines on 2 June 2023, where Philippines will join the thirteen other signatory countries that have completed the ratification process.

Please take note on the following with regards to the enforcement:
1. All procedures of applying for the RCEP remains the same as prior announcement.
2. RCEP form has to be printed on ISO A4 size white paper and along with Overleaf Notes at the back of each page.
3. All approved preferential certificate of origin (PCO) for this scheme had implemented an electronically affixed signature and official seal. Exporter shall endorse and submit a copy of PCO to MITI or nearest MITI Regional office on a monthly basis.

NOTIFICATION OF ASW GATEWAY DOWNTIME IMPACTING APPLICATIONS OF PREFERENTIAL CERTIFICATE OF ORIGIN (PCO) UNDER ASEAN TRADE IN GOODS AGREEMENT (ATIGA) TO ASEAN MEMBER STATES

Please be informed that Malaysia has been experiencing a technical disruption at the ASEAN Single Window (ASW) Gateway due to B2Bi service issues in the production environment since 3rd February 2026. As a result, the transmission and receipt of electronic Form D (e-Form D) under the ASEAN Trade in Goods Agreement (ATIGA) are temporarily unavailable. During this period, the Malaysian authority has reverted to the issuance of hardcopy Form D until further notice.
