NOTIFICATION ON MANDATORY ELECTRONIC SUBMISSION OF INWARD AND OUTWARD MANIFESTS

Please be informed that the Royal Malaysian Customs Department (RMCD) has issued a circular dated 19 October 2026 regarding the electronic submission of Inward and Outward Manifests at ports.

Please take note of the following key requirements:

Inward Manifest: Must be submitted electronically at least 24 hours before the vessel’s arrival.
Outward Manifest: Must be submitted electronically at least 24 hours before the vessel’s departure.
Full Enforcement Date: 1 January 2027. During the transition period, a soft enforcement approach and system adjustments will apply.

Please note that the implementation date for Sabah and Sarawak will be announced at a later date.
