NOTIFICATION : IMPLEMENTATION OF THE UPGRADING PROTOCOL OF ASEAN-CHINA FREE TRADE AREA (ACFTA)

With reference to the attached announcement from Ministry Of International Trade And Industry (MITI). We are pleased to inform that ASEAN and The People’s Republic of China has agreed that the Upgrading Protocol which includes the Revision to the Rules of Origin text comprising of the Revised Product Specific Rules (PSR), Operational Certification Procedures (OCP) and Preferential Certificate of Origin (PCO Form E) is targeted to enter into force starting 1 August 2019.

Kindly be advised that following the implementation of the Upgrading Protocol of ACFTA, all current Cost Analysis approved under ACFTA scheme using the current Rules of Origin text will expire on 1 August 2019 due to changes in the Rules of Origin requirement. Exporters that wish to utilise the current approved Cost Analysis must submit their Certificate of Origin application latest by 29 July 2019. For your information, no new submission of Certificate of Origin (Form E) application will be permitted from 30-31 July 2019 in order to ensure system readiness for the Upgrading Protocol starting 1 August 2019 onwards.

With regards to the printing of Certificate of Origin (Form E), please be informed that all Certificate of Origin (Form E) approved before 1 August 2019 must be printed on the pre-printed Form E (FMM) latest by 18 August 2019 where else Certificate of Origin (Form E) approved starting 1 August 2019 onwards must be printed on ISO A4 Size White Paper.

For exporters information, the targeted entry into force date is still subject to readiness of all other Parties of the ACFTA and exporters will be notified further shall there be any changes to this date.
