NOTIFICATION : IMPLEMENTATION OF ELECTRONIC SIGNATURE AND SEAL THROUGH THE ePCO SYSTEM

Reference made to the attached announcement from Ministry of International Trade and Industry (MITI). MITI will implement electronic endorsement of the Preferential Certificate of Origin (PCO) by affixing electronic signature and official seal through the ePCO system. Effective from 13 April 2020, exporters will no longer need to be physically present at the MITI Service Counter for manual endorsement of the PCO as it will be done electronically.

This initiative will be implemented gradually starting with five (5) Free Trade Agreement (FTA) schemes, namely:

(i) Malaysia - Japan Economic Partnership Agreement (Form MJEPA);
(ii) The ASEAN - Australia - New Zealand Free Trade Area (Form AANZ);
(iii) ASEAN - Hong Kong Free Trade Agreement (Form AHK);
(iv) ASEAN - Korea Free Trade Agreement (Form AK); and
(v) ASEAN Trade in Goods Agreement (Form D)

Exporters are required to submit the duplicate copy of the PCO to MITI Service Counter at Menara MITI or MITI Regional Offices on a monthly basis.
