ANNOUNCEMENT: ENHANCEMENT ON MMSW FOR PORT HEALTH REQUIREMENTS

Please be noted that the Malaysian Maritime Single Window (MMSW) was enhanced to meet the requirements of the Port Health Department (PHD) for their approval process in the arrival clearance of vessels calling to any ports in Malaysia. This enhancement was deployed and ready to use on 27 September 2025.

This new enhancement will now require all shipping/vessel agents to submit the "Crew/Passenger Health Disclaimer (Health Disclaimer)" to PHD within 24 hours before or after the vessel's Estimated Time of Arrival (ETA). The diagram below illustrates the Health Disclaimer Window, for which the Health Disclaimer will be activated and visible to the shipping agents to prepare and submit to PHO.

Please take note of the following:

1. If the time to submit the Health Disclaimer is outside the Health Disclaimer Window (Window), the Health Disclaimer will not be visible to the shipping agents to prepare and submit.
2. If the time to submit falls within the Window, the status of the Arrival Declaration will become "Awaiting Action". You will need to answer the questions in the Health Disclaimer to PHO. The Port Health Certificate (PHC) will be generated by MMSW if all Health Disclaimer answers are "No".
3. If the ETA is amended in the Arrival Clearance declaration for which the PHC has already been generated, but still within the Window limit, there will be no change on the status of the declaration.
4. If the ETA is amended and outside the Window limit, the following will happen:

a. The PHC will become void.
b. You will need to resubmit the Health Disclaimer to PHD. You must wait for the submission time to fall within the Window of the new ETA to prepare and submit the Health Disclaimer to PHD.
