NOTIFICATION : ON REVISED PROCEDURE FOR BACK-TO-BACK PREFERENTIAL CERTIFICATE OF ORIGIN (PCO) APPLICATION

Reference made to the above subject.

Please be informed that effective 21 October 2020, exporters applying for a Back-to-Back Preferential Certificate of Origin (PCO) application case shall key in the following information in a dedicated column/box in the ePCO application system as indicated (ref attachment) :

i. The details of the first PCO reference number and issuance date
ii. The details of the first PCO issuing authority (only for ACFTA scheme)
iii. The details of the third party/country for Third-Party/Country Invoicing application case for Back-To-Back PCO

Therefore, applicants are no longer required to type in the above mentioned details in the Description of Goods box to avoid duplication of information on the printed PCO.

Please be informed, with reference to the attached circular and our previous announcement regarding the system downtime that began on 1 April 2026, that Malaysia’s ASW Gateway for sending and receiving electronic Form D (e-Form D) under the ASEAN Trade in Goods Agreement (ATIGA) has resumed normal operations as of 6 April 2026.
