LATEST UPDATES: NOTIFICATION ON IMPLEMENTATION OF THE REVISED RULES OF ORIGIN (ROO) UNDER ASEAN- CHINA FREE TRADE AREA (ACFTA)

With reference to the previous notification on the Implementation of the revised Rules of Origin Chapter under the ACFTA Upgrading Protocol from Ministry Of International Trade And Industry (MITI).

We are pleased to inform that the implementation of the revised Rules of Origin (ROO), Operational Certification Procedures (OCP), Preferential Certificate of Origin (PCO Form E) and Product Specific Rules (PSR) in HS2017 under the ASEAN – CHINA Free Trade Area (ACFTA) will take effect beginning 15 August 2019.

Pursuant to this, please be informed of a few updates regarding the implementation:

i)  All current Cost Analysis (CA) approved under ACFTA scheme using the old/current Rules will automatically expire on 13 August 2019. Exporters wishing to utilise the current approved CA must submit their Certificate of Origin (CO Form E) application latest by 12 August 2019;

ii) Starting 10 August 2019, all CA application submitted after will be evaluated under the new/revised Rules;

iii) Approval for CA application under the new/revised Rules will be given beginning 15 August 2019 and exporters may start applying for the new CO using the newly approved CA;

iv) CO Form E approved before 15 August 2019 must be printed on the pre-printed Form E (FMM) latest by 31 August 2019; and

v) CO Form E approved starting 15 August 2019 onwards must be printed on ISO A4 Size White Paper in 3 copies.
