What is eManifest?

The Electronic Manifest System (eManifest) is a value added Shipping Community System provided by Dagang Net Technologies Sdn Bhd (Dagang Net). It allows the port users i.e. the Principal Shipping Agents (PSA), Shipping Agents (SA) and Freight Forwarders (FF) to submit 1CUSREPs and 2CUSCARs to the respective Authorities utilizing the Internet as the primary data carrier source.

CUSREPs are sent by PSAs to request for Ship Call Number (SCN) from the SCN Issuing Authority electronically. CUSREPs are also used by Pilotage Providers (POT) / Port Operators (PO) to issue Actual Time of Vessel Arrival (ATA), Actual Time of Vessel Departure (ATD) to the Authorities concerned.

Shipping Agents and Freight Forwarders submit the manifest information for a particular Ship Call using CUSCARs. PSAs and/or SAs submit Ocean Bills of Lading (OBL) while FFs and sometimes SAs too submit House Bills of Lading (HBL) for a ship call. The CUSCARs consists of Inward Manifest (K4), Outward Manifest (K5) and Transshipment Manifest (K6) for original , replacement and cancellation submissions.

The eManifest module does a first level validation and aggregates all information required by the 3Sistem Maklumat Kastam (SMK), Port Operator, Port Authority and Shipping Agent, for example, Estimated Time of Vessel Arrival (ETA), Estimated Time of Vessel Departure (ETD), ATA & ATD, place of berth, vessel details, dangerous goods indicator, bill of lading details and cargo details.

The eManifest is designed to cater for the implementation of Final Out Turn (FOT) and Shut Out Certificate (SOC) messages.

The eManifest is currently offered as an Application Service ProviderModel, StandAlone, Enterprise Application Interface (EAI) and Business Partner Model.

Information transacted through eManifest will be routed to SMK and other approval authorities for validation cross-reference and approval. Currently the only approval authority is Royal Malaysian Customs.

The eManifest is also designed to meet specific needs of different user groups such as Principal Shipping / Shipping Agents, Freight Forwarders, Port Authorities / Free Zone Authorities, SCN Issuing Authorities, Port Operators, Pilotage Providers and Customs.

1. Shipping Agent Module (PSA/SA)
Shipping Agents can now be in any physical location to submit CUSREPs and CUSCARs (OBL/HBL) and receive the respective responses via eManifest. They can make submissions to a Customs Station or Port in Penang whilst having their office physically in Johor.

2. Freight Forwarder Module (FF)
Freight Forwarders can now be in any physical location to submit CUSCARs (HBL) directly to SMK and receive the respective responses via eManifest. They can make submissions to a Customs Station or Port in Penang whilst having their office physically in Johor.

3. Port Operator / Pilotage Module (PO/POT)
Port Operators / Pilotage Providers can assign berth numbers and supply ATA and ATD from any location via eManifest.

4. SCN Issuing Authority
SCN Issuance can also be done from any physical location via eManifest.

5. Port Authority / Free Zone Authority
These authorities can monitor the number and types of vessel and the cargo calling at ports around the country and compile the relevant statistics required for Malaysia.

6. Customs Module
This enables Customs to validate vessel details and manifest declaration submitted by PSAs, SAs and FFs.

* eManifest ASP model can also be used as a backend system or as an alternative backup system to any of the above-mentioned players.
